    Supply-side peacekeeping: theories and new evidence from a panel data analysis

    Why do nations with heterogeneous economies, geographic positions and institutions agree to dispatch their troops to remote conflict areas? This paper explores the domestic and international determinants of countries' contribution to peacekeeping operations from 1999 to 2009. Individual nations make their decision about where, when and how to send their military personnel as well as the justifications on which they base their involvement in sovereign states. Moral imperative for peacekeeping may be universally accepted but a country decision to participate is also based on self-interest combined to the geo-strategic dimension and finally constrained by political and technical considerations. Empirical results suggest that at the domestic level technical forces, such as the sustainability of multiple missions and military capabilities, all play a role. At the international level peacekeeping contributions are driven by the security threat that a conflict poses and the number of displaced people

    The demand for military expenditure in authoritarian regimes

    We investigate how the influence of the military differs across authoritarian regimes and verify whether there are actually systematic differences in military expenditures amongst different forms of dictatorships. We argue that public choices in autocracies result from a struggle for power between the leader and the elite. Elites matter because they control the fates of dictators, since most dictators are overthrown by members of their inner circle. Both actors want to ensure their continued political influence through a favourable allocation of the government budget. Moreover, the control over the security forces gives access to troops and weaponry, and affects the ease with which elites can unseat dictators. Autocratic rulers employ different bundles of co-option and repression for staying in power, and thus differ in the extent that they are required to buy off the military. Therefore, the institutional makeup of dictatorships affects the nature of leader-elite interaction, and in turn the share of the government budget allocated to military spending. Drawing on a new data set that sorts dictatorships into 5 categories from 1960 to 2000, our empirical results suggest that while military and personalist regimes have respectively the highest and lowest level of military spending among authoritarian regimes, monarchies and single-party regimes display intermediate patterns of spending

    Our paper explores the economic conditions that lead third parties to intervene in ongoing internal wars. We develop a formal model that ties together some of the main forces driving the decision to interfere in a civil war, including the economic benefits accruing from the intervention and the potential costs associated with such choice. We predict that third party interventions are most likely in civil conflicts where the country at war harbors a profitable industry as a consequence of its high levels of peace-time production and state strength, while the opposition forces’ strength reduces the likelihood of intervention. We also present novel empirical results on the role of valuable goods, i.e. oil, in prompting third party military intervention in contexts of high state stability, by using a dataset on intrastate conflicts on the period 1960-1999.Intrastate Conflict; Third party intervention

    Drugs and Violence in Afghanistan: A Panel VAR with Unobserved Common Factor Analysis

    This paper addresses the relationship between the level of violence and the opium market in Afghanistan’s provinces. We first provide an overview of the nature and extent of the Afghan drug trafficking. This is followed by a VAR analysis of the nexus opium-insurgency activities using monthly time-series data on opium prices and the number of security incidents for 15 Afghan provinces over the period 2004-2009. We use a multifactor error structure, the Common Correlated Effect (CCE), to include unobservable common factors; Impulse Response functions to describe the time path of the dependent variables in response to shocks; and the Mean Group Estimator to summarize our results across the provinces. Results suggest a conflict-induced reduction in opium prices, while the reverse opium-violence mechanism is mostly negligible.     Peacekeeping effectiveness and Blue Helmets’ distance from locals

    United Nations (UN) peacekeeping missions are complex social organizations, with soldiers coming from several countries. In this environment, effective communication and interactions with local populations are often difficult, and establishing essential local support can be jeopardized when soldiers are culturally distant from local communities. At the same time, however, when local populations perceive peacekeepers as sufficiently distant or unbiased, the promotion of cooperation is enhanced. We explore whether cultural distance—in terms of geography, language, and religion—and social distance—in terms of economy and institutions—between the peacekeepers and the local population improve the operational capabilities of a mission. We use monthly information on UN peacekeeping missions’ composition from 1990 to 2015. We find that higher geographic and cultural distances correspond to higher levels of violence against civilians and higher battle deaths, whereas institutional and economic differences have the opposite effects, although these are less robust

    Cultural distance and interstate conflicts

    The literature on the impact of culture on the conduct of international affairs, in particular on conflict proneness, is growing fast. Yet, the question of whether markers of identity influence disputes between states is still subject to disputes, and the empirical evidence on Huntington’s clash of civilizations thesis is ambiguous. One issue is the dichotomous nature of the culture variables used, which reduces the dimensionality of the problem significantly. A second issue is considering countries’ individual identities as immutable objects, when the religious and ethnic makeup of modern societies have dramatically changed in the last few decades. We use an array of measures of cultural distance between states, including time-varying and continuous variables, and run a battery of alternative empirical models. Regardless of how we operationalize cultural distance and the empirical specification used, our models consistently show that conflict is more likely between culturally distant countries

    Supplying peace : participation in and troop contribution to peacekeeping missions

    We explore the supply side of peacekeeping – the determinants of a country’s voluntary contributions to peacekeeping operations. We focus on troop contribution and examine a large set of operations, from UN-led missions to operations led by NATO, the African Union, the European Union, and ad hoc coalitions. We rely on a theoretical model of the private provision of public goods and a dataset on troop contribution across 102 states and 45 operations from 1999 to 2009 to explain both the conditions under which third-party actors are more or less likely to intervene in peacekeeping operations and the factors determining the size of their personnel contribution. We use the characteristics of the conflict to identify which types of conflicts attract outside intervention and the characteristics of the intervener to identify the countries more willing to provide troops. We show that at the domestic level, contributions are driven by the comparative advantage in manpower – or the relative value of labor – and constrained by the tolerance of casualties and the sustainability of multiple and concurrent missions. At the international level, the most robust explanations of when states choose to intervene are the level of threat to global and regional stability, the proximity to the conflict area, and the number of displaced people. In particular, security and humanitarian concerns trigger nation-specific responses. Our empirical findings provide further evidence of the centrality of country-specific gains in explaining the participation in peacekeeping. However, contributor-specific benefits play the same role in UN and non-UN peacekeeping missions, in contrast with previous empirical studies on the financial burden-sharing

    Does immigration induce terrorism?

    There is a heated debate on whether immigration is associated with domestic and transnational terrorism. As of yet, however, we lacked rigorous evidence that could inform this debate. As a contribution to address this shortcoming, we report spatial-econometric analyses of migrant inflows and the number of terrorist attacks in 145 countries between 1970 and 2000. The results suggest that migrants stemming from terrorist-prone states moving to another country are indeed an important vehicle through which terrorism does diffuse. Having said that, the findings also highlight that migrant inflows per se actually lead to a lower level of terrorist attacks. This research significantly improves our understanding of international and domestic terrorism and has critical implications for the scholastic approach to terrorism, as well as for countries' immigration policies worldwide

    Kinds of blue : diversity in UN peacekeeping missions and civilian protection

    For a given number of troops in a peace operation, is it advisable to have soldiers from a single country, or should the UN recruit peacekeepers from a variety of donor countries? Since 1990, the number of contributors to peace operations has grown threefold, and most operations have carried the mandate to protect civilians. This article explores the effect of diversity in the composition of a mission, measured by fractionalization and polarization indices, on its performance in protecting civilians in Africa in the period 1991–2008. It finds that mission diversity decreases the level of violence against civilians, a result that holds when geographic and linguistic distances between countries are considered
